Velvet Drive stuck in forward: causes and what to check first
Check these first
Before you assume the worst, disconnect the shift cable at the transmission and move the lever by hand. That rules the cable out, though it can't prove the clutches will hold under load once you're back on the water. See shift cable check.
If what you actually have is the transmission slipping into gear on its own from neutral, rather than being stuck there, that's a different symptom with its own normal explanation on older units. See creeping neutral and selector valve problems.
What's actually stuck: warped or welded clutch plates
On a 1017-004 that came in locked up in forward, the forward clutch plates were warped from overheating rather than sitting flat. That's the whole story: overheated forward clutches don't release, so the transmission stays in forward no matter what the lever does.
It gets worse from there. On a 72 series unit rebuilt a year or two earlier, the clutch pack came back welded solid, with the bronze plate fused right into the steel separator plate, from either running low on fluid or a high-speed shift.
Why some units limp home and others don't
Whether a stuck clutch pack still gives you some drive or leaves you dead depends on what it's made of. Bronze clutch plates fuse together when they fail, so with the current bronze or the real early style, you could always get the boat home. Paper plates, used roughly from the early to mid-1980s, just spin instead, and you're stuck wherever you are. See paper vs. bronze clutches for how to tell which you have.
Bushing-era cases: a different, older problem
Transmissions built before September 1978 used bushings in the case and planetary instead of sealing rings, and those units were never able to hold a truly solid neutral, rebuild or not. That's a separate issue from being stuck in forward, and it's covered in full on creeping neutral and selector valve problems.
5000 and Liberty: a pump-and-valve-body cause
On a 5000A where the pump had been updated but the rest of the assembly hadn't, the old pressure-regulator piston was still in there, and it locked up the lay-shaft clutch, which that owner used for forward. Updating the pump alone wasn't enough; the valve body needed the matching update too. See the 5000 series.

Common questions
Why won't my Velvet Drive come out of forward?
Usually because the forward clutch plates have overheated: warped, or welded solid to the steel separator plate. Rule out the shift cable first, then expect a teardown.
Is it the shift cable or something inside the transmission?
Disconnect the cable at the transmission and shift by hand. If the lever still won't reach neutral or reverse, it's inside the transmission, not the cable.
Can I still get home if the transmission is stuck?
It depends on what failed. Fused bronze clutch plates usually still transmit drive, so many boats can limp in. Paper clutch plates, used mainly in the early-to-mid 1980s, just spin and give you nothing.
